국립순천대학교(총장 이병운) 사범대학 컴퓨터교육과 허희옥 교수가 지난 8월 22일 개최된 한국컴퓨터교육학회 2025학년도 하계 학술대회 특별 세션에서 'AX 시대 정보교육 방향 - 법과 정책 분석 및 개선 제안'을 주제로 발표를 진행하며 국가 교육정책 개편을 언급해 눈길을 끌고 있다.

한국컴퓨터교육학회 회장인 허희옥 교수는 이날 정부가 선언한 AI 강국 전략을 언급하며, 기후위기·인구구조 변화·경제 불균형 등 급격한 사회 변동 속에서 AI와 디지털 교육을 강화하는 것이 필요하다고 강조했다. 허 회장은 디지털·AI 리터러시, 비판적 사고, 창의성, 윤리적 판단, 공정한 교육 기회 확대를 미래 교육의 핵심 가치로 제시하며, 초·중·고 전 과정에서 충분한 수업 시수와 체계적 교육이 보장돼야 한다고 주장했다.

또한, 정보 교사 양성 체계의 현행 기준이 10여 년 전 수준에 머물러 있다고 지적하며, AI 중심의 교육과정을 반영한 교사 자격 기준 개정과 ‘AI 트랙’ 신설을 제안했다. 아울러 교육기본법·초중등교육법·과학·수학·정보교육진흥법·고등교육법 등 현행법과 제도의 개편 필요성도 강조했다.

학술대회에서는 발표 세션에 이어 국회, 재단, 학계, 현장 교사 등 다양한 전문가들의 토론이 이어지며, 정보교육 격차 해소, 예산 확보, 초등 전문교사제 도입 등 구체적 과제가 제시됐다.

이원태 토론자(더불어민주당 정보통신특별위원회 부위원장)는 “AI시대 교육의 핵심은 교사의 역량에서 출발한다”며, 교사 자격과 연수 체계 개편을 촉구했다. 연경남 토론자(한국과학창의재단 본부장)는 “특별교부금과 국고 예산을 연계해 정보교육 예산을 안정적으로 확보해야 한다”고 제안하며, 제도 개선과 예산 지원의 병행을 강조했다.

또한, 마대성 토론자(한국정보교육학회장)는 “중등교육은 전담교사 덕분에 전문성이 유지되지만, 초등학교에서는 교사 역량 차이가 크다”라며, 초등 전담 정보교사제 도입을 주장했다. 문광식 토론자(한국정보교사연합회장)는 “교육과정 개편이 현장에서는 제대로 반영되지 못했다”라며 지역 격차와 과목 미운영 실태를 지적했고, 강성현 토론자(컴퓨팅교사협회 前회장)는 교사를 ‘AI 활용 교사’와 ‘AI 교육 교사’로 구분해 양성할 필요성을 강조했다.

토론을 정리하며 허희옥 회장은 “AX 시대의 핵심 요소인 인공지능 교육은 기존 정보교육의 강화에서 출발해야 한다”고 역설하고, 초등학교 단계부터 안정적으로 정보교육을 정규 교과에 편성하고, 교사 연수·학교 인프라·법적 기반을 함께 구축해야 한다고 강조했다. 또한, “정보교육의 확충이 곧 대한민국이 AI 강국으로 나아가기 위한 첫걸음”이라며, 단발성이 아닌 장기적이고 종합적인 전략이 필요하다고 밝혔다.

한편, 국립순천대 컴퓨터교육과는 이번 학술대회를 계기로 글로컬대학30 및 RISE 사업을 통한 지역·국가 교육혁신 방향을 점검하고, 디지털·AI 교육 분야 국가정책 논의에 적극 참여한다는 방침이다.

Professor Hee-Ok Heo of Sunchon National University Proposes “AX-Era Reforms for Information Education Laws and Policies” at National Conference

Sunchon National University (President Byung-Woon Lee) announced that Professor Hee-Ok Heo of the Department of Computer Education delivered a keynote presentation at the special session of the 2025 Summer Conference of the Korea Computer Education Society, held on August 22. The presentation, titled “Information Education in the AX Era: Policy and Legal Reforms,” called for comprehensive national education reforms to address rapid societal and technological change.

As President of the Society, Professor Heo stressed that government strategies positioning Korea as a global AI leader require equally bold reforms in education. Citing challenges such as climate change, demographic shifts, and economic disparities, he emphasized that strengthening digital and AI literacy, critical thinking, creativity, ethical judgment, and equitable access to education must be treated as essential values. Heo also argued for expanding classroom hours and ensuring a systematic approach to information education from elementary to high school.

Professor Heo pointed out that teacher training and qualification standards remain outdated, reflecting criteria set more than a decade ago, and fail to meet the demands of AI-driven education. He proposed revising qualification requirements, introducing an “AI track” in teacher training programs, and updating related laws and policies including the Basic Education Act, Elementary and Secondary Education Act, the Promotion of Science, Mathematics, and Information Education Act, and the Higher Education Act.

Following his remarks, experts from government, foundations, academia, and schools engaged in panel discussions. Topics included bridging gaps in access to information education, securing stable budgets, and introducing specialized information-teacher systems at the elementary level. Panelists also stressed the need to restructure teacher training, distinguish between teachers who can use AI and those who can teach AI, and ensure that revised curricula are properly implemented in schools.

Summarizing the discussions, Professor Heo reiterated, “AI education, as a core element of the AX era, must begin with strengthening information education. Stable integration into school curricula, alongside robust teacher training, infrastructure, and legal foundations, is the first step for Korea to advance as a global AI leader.” He stressed the importance of long-term, comprehensive strategies over short-term measures.

SCNU’s Department of Computer Education noted that the university will continue to actively contribute to national policy discussions in digital and AI education, while also aligning with the Glocal University 30 and RISE projects to foster innovation at both regional and national levels.
