- 체계적 교육·상담·통역 지원으로 근로자 권익 보호와 지역사회 상생 지원

- RISE 사업과 연계해 지역 혁신·국제교류 거점 역할 강화

국립순천대학교(총장 이병운)는 전라남도가 공모한 ‘외국인 계절근로자 광역 지원센터 운영지원 사업’ 주관기관에 단독 선정됐다고 밝혔다. 이번 선정으로 국립순천대는 지역 계절근로자의 안정적 정착과 근로환경 개선을 위한 교육·상담·통역 지원 등 통합지원 플랫폼을 본격 운영한다.

광역 지원센터는 외국인 계절근로자의 입국부터 교육·배정까지 전체 과정을 통합 관리한다. 공항 인솔 및 이송, 건강검진, 기초 생활 및 인권 교육, 체류자격·근로조건 안내를 지원하며, 현장에서 발생하는 임금 체불·근무 갈등 등 문제에 대해 다국어 상담과 통역을 제공한다. 또한, 국립순천대는 ‘법무부 이민자 조기적응 프로그램’과 연계한 맞춤형 교육을 진행하고, 작업 안전·응급대처 중심의 한국어 교육도 운영해 근로자의 현장 적응을 도울 계획이다.

전라남도는 외국인 계절근로자 행정 지원의 한계를 보완하고, 체계적 관리체계를 구축하기 위해 광역 지원센터를 신설하고 운영기관 공모에 나섰으며, 국립순천대학교는 국제교류 특화 역량과 다문화·언어 지원 경험을 바탕으로 센터 운영기관으로 단독 선정되었다.

국립순천대 서강석 국제교류교육본부장은 “이번 광역 지원센터 운영은 대학의 국제교류 역량을 지역사회와 공유하고, 외국인 근로자의 권익 보호와 안정적 정착을 지원하는 중요한 계기가 될 것”이라며, “RISE 사업을 통해 대학이 지역 혁신의 중심이 되어 진로-교육-산업이 연계된 지속가능한 지역 생태계를 조성한다는 취지와 맥을 같이한다”고 밝혔다. 또한, “센터 운영이 외국인과 지역사회를 잇는 ‘글로벌 인재 허브’로서의 대학 역할을 구체화하는 출발점이 될 것”이라고 강조했다.

한편, 국립순천대는 23개국 380여 명의 외국인 유학생 네트워크를 기반으로 다국어 인력을 확보하고, 지자체·지역사회와 협력해 통합지원 모델을 정착시킬 계획이다. 이번 사업을 통해 전남 동부권을 넘어 확산가능한 모범사례를 창출하고, 대학의 사회적 책무와 국제화 역량을 동시에 강화한다는 방침이다.

SCNU Selected as Exclusive Operator of the “Jeonnam Foreign Seasonal Workers Support Center”

Sunchon National University (President Lee Byung-woon) has been selected as the sole operator of the “Foreign Seasonal Workers Support Center” launched by Jeollanam-do Province. With this designation, SCNU will establish a comprehensive support platform to assist foreign seasonal workers with education, counseling, interpretation, and rights protection, while fostering positive ties with local communities.

The center will provide integrated management of the entire process?from entry into Korea to placement?offering services such as airport guidance, medical check-ups, basic life and human rights education, and legal guidance on residency and employment. On-site issues, including wage delays or workplace disputes, will be addressed through multilingual counseling and interpretation. SCNU will also link with the Ministry of Justice’s Early Adaptation Program to deliver customized education, including Korean language courses focused on safety and emergency response.

Jeollanam-do launched this center to strengthen systematic management of seasonal workers, and SCNU was chosen based on its strong expertise in international exchange and multicultural support.

Professor Seo Kang-seok, Dean of SCNU’s Office of International Education, stated, “Operating this support center is an important opportunity to share SCNU’s international capabilities with the local community while protecting the rights of foreign workers and helping them settle securely. It also aligns with the goals of the RISE project to build a sustainable ecosystem that connects education, careers, and regional industries.”

With a network of more than 380 international students from 23 countries, SCNU plans to leverage its multilingual resources and collaborate with local governments to establish a scalable support model. Through this initiative, SCNU aims to strengthen both its social responsibility and international competitiveness, positioning itself as a hub for global talent in the region.
