10월 한 달간 5회 입국 지원 통해 고흥·보성·무안·화순 등 전남 지역 곳곳에 208명 배치

… 체계적 인솔·검사·교육·인계 지원 -

국립순천대학교(총장 이병운)에서 운영하는 ‘전라남도 외국인 계절근로자 광역 지원센터’가 10월 중 5회에 걸쳐 외국인 계절근로자 입국 지원을 성공적으로 마무리했다. 이번에 입국한 외국인 계절근로자 208명은 진도군, 고흥군, 보성군, 무안군, 화순군 지역 농어업 현장에 배치되어 농촌의 일손 부족 해소에 힘을 보탤 예정이다.

이번 입국 지원은 ▲1차 라오스 122명(진도군) ▲2차 필리핀 26명·라오스 14명(고흥군, 40명), ▲3차 필리핀 21명(보성군) ▲4차 필리핀 13명(무안군) ▲5차 라오스 12명(화순군) 등 5차에 걸쳐 진행되었다. 국립순천대는 차수별로 공항 인솔, 이동 지원, 의료 검사(마약 및 신체검사), 생활 안내 및 안전·인권 교육, 농가 공식 인계 절차를 총괄했다.

계절근로자들은 입국 직후 명단 확인과 안내를 받은 뒤 각 지역으로 이동해 보건기관에서 검사를 마치고 교육장으로 이동했다. 교육 과정에는 ▲기본 생활 정보 ▲노동 관련 주요 법규 ▲기초 한국어 ▲지역사회 적응 안내 등 필수 사항이 포함되었으며, 범죄 예방과 인권 보호 교육도 병행되었다. 모든 과정에는 전남 동부 이민외국인종합지원센터 및 각 지자체의 협조 아래 전담 통역 인력이 배치되어 원활한 의사소통과 안정적인 정착 지원이 이루어졌다.

국립순천대학교는 광역 지원센터 운영을 통해 대학과 지역이 상생하는 협력 모델을 구축하고 있다. 전남 지자체와 협력해 외국인 근로자 권익 보호와 정착 지원을 위한 다국어 교육·통역·상담 시스템을 운영하며, 이번 1~5차 입국 지원을 통해 지역 농가와 외국인 근로자 모두가 안정적으로 협력하는 선도형 광역지원체계를 확립했다.

국립순천대 서강석 국제교류교육본부장은 “대학이 보유한 교육·행정 역량을 기반으로 전남 지역 곳곳에 외국인 근로자들이 안착할 수 있도록 체계적인 지원을 이어가고 있다”며, “앞으로도 실효성 있는 정착 지원 프로그램을 운영하여 지역 농업과 외국인 근로자가 함께 성장할 수 있는 환경을 만들어 가겠다”고 밝혔다.

SCNU Successfully Completes Five Roundds of Entry Support for Foreign Seasoanl Workers in Jeollanam-do

208 workers from Laos and the Philippines deployed to local farming and fishing communities across five counties

Sunchon National University (President Lee Byung-woon) announced that the Jeollanam-do Regional Support Center for Foreign Seasonal Workers, operated by the university, successfully completed five rounds of entry support for foreign seasonal workers throughout the month of October.

A total of 208 workers were deployed to farming and fishing sites in Jindo, Goheung, Boseong, Muan, and Hwasun Counties, contributing to alleviating labor shortages in rural areas.

The five rounds of entry support included: △1st round, Jindo: 122 workers from Laos △2nd round, Goheung: 26 from the Philippines and 14 from Laos (total 40) △3rd round, Boseong: 21 from the Philippines △4th round, Muan: 13 from the Philippines △5th round, Hwasun: 12 from Laos

Each group was provided with comprehensive assistance, including airport guidance, transportation to local areas, medical examinations (drug and physical checkups), orientation on daily life, safety and human rights education, and official handover procedures to local farms.

Upon arrival in Korea, the workers underwent identification verification and received instructions before being transported to each region.

They then completed required medical examinations at local public health centers, followed by an orientation session covering essential living information, labor laws, basic Korean language, and local community adaptation.

Education on crime prevention and human rights protection was also conducted, with professional interpreters assigned through cooperation with local governments and the Jeonnam Eastern Immigration and Foreign Resident Support Center, ensuring smooth communication and settlement.

Through the operation of the Regional Support Center, Sunchon National University is establishing a university-led regional cooperation model that strengthens partnerships with local governments while supporting the protection of foreign workers’ rights and stable community integration.

By successfully completing all five entry rounds, the university has built a leading support framework that benefits both local farmers and foreign workers.

Seo Kang-seok, Dean of the Office of International Affairs at Sunchon National University, stated, “Through systematic entry and settlement support, we are helping foreign workers successfully adapt to various communities across Jeollanam-do,” adding that, “We will continue to develop practical settlement programs to foster a sustainable environment where local agriculture and foreign workers can grow together.”
