- 5년간 도내 11개 대학·17개 지자체·300여개 기관과 협력

- 글로컬대학 기반 ‘교육-산업-정주’ 선순환 구조로 전남 발전 견인

국립순천대학교(총장 이병운)는 전라남도가 추진한 「지역혁신중심 대학지원체계(RISE, 이하 라이즈)」 공모에서 신청한 10개 주관 과제(단독 주관 2개, 컨소시엄 주관 8개)가 모두 선정됐다고 밝혔다. 신청 과제 기준 사업비 예산은 연간 136억 원으로 5년간 총 680억 원 규모이다. 이번 성과는 국립순천대가 글로컬대학30 사업을 통해 설계한 ‘정주형 교육 모델’을 지역 맞춤형 전략으로 확장하고, 이를 실질적 사업 체계로 구체화한 결과로 평가받고 있다.

‘라이즈(RISE: Regional Innovation System & Education)’는 대학에 대한 재정지원 권한을 교육부에서 시·도로 이관하고, 지역과 대학이 주도적으로 고등교육 정책을 설계·운영하며, 지역 발전을 함께 이끄는 체계다. 국립순천대는 이번 사업에서 ‘지산학연 동반성장을 통한 지속가능한 전남발전 생태계 구축’을 목표로 설정하고, 전라남도 RISE 기본계획의 핵심 전략인 ‘GRAND 전남 프로젝트’ 5대 영역에 대응하는 10개 과제를 추진하게 된다.

각 과제는 ▲글로벌 지역특화 인재양성(2개) ▲지역 산업혁신 챌린지(3개) ▲전문직업 평생교육 허브센터(1개) ▲초연결 공유캠퍼스 조성(2개) ▲역동적 대학-지역 동반성장(2개) 등 ‘GRAND 전남 프로젝트’ 5대 전략 분야와 연계되어 있다. 국립순천대는 모든 과제에서 주관 또는 핵심 운영기관으로 참여해, 지역 내 대학, 지자체, 산업체, 연구기관 등과의 협업을 조율하는 플랫폼 역할을 맡게 된다.

이번 선정은 기존 글로컬대학30 사업과의 연계 측면에서도 큰 의미를 지닌다. 특히, 국립순천대가 자체적으로 구축한 ‘정주형 혁신인재 양성 모델’을 전남 전역으로 확장하는 계기가 될 것으로 기대된다. 각 과제는 농축산·소재부품·이차전지·문화콘텐츠·K-컬쳐 등 전남 핵심 산업과 정밀하게 연계되며, 학내 40여 개 전공이 공동 참여하는 등 대학 전체가 지역 혁신 설계와 실행의 주체로 나선 점도 주목할 만하다.

성과관리 체계도 정교하게 설계되었다. 국립순천대는 지역정주 취업률, 기술이전 수입, 산학공동과제 건수, 외국인 유학생 충원율 등 각 과제별 핵심 성과지표(KPI)를 제시하고, ▲성과확산본부 ▲자체평가위원회 ▲구성원 모니터링위원회 운영 등을 통해 실질적 확산과 환류를 도모할 계획이다.

이번 사업은 국립순천대를 포함해 전남 도내 11개 대학과 17개 지자체, 300여 개의 기업·기관·연구소가 협력하는 대규모 프로젝트로, ‘인재양성-취·창업-정주’로 이어지는 전남도 핵심 정책 구상의 실현 기반이기도 하다. 국립순천대는 글로컬대학 사업으로 다진 역량과 노하우를 참여 기관 및 지역사회와 공유하며, 지역혁신 성과의 공동 창출과 지속가능한 정주형 생태계 조성을 목표로 하고 있다.

특히, 국립순천대는 RISE 체계를 통해 전남 동부권이 직면한 지역소멸, 청년 유출, 학령인구 감소, 중소기업 인력난 등 구조적 문제 해결에 주력하고 있다. 이에 대한 해법으로 교육-산업-정주로 이어지는 선순환 구조를 정립함으로써 지역사회의 지속가능성을 높이겠다는 구상이다.

이를 위해 외국인 유학생의 유치-정착-지역 활동을 연결하는 ‘글로벌 인재 허브센터’와 산학협력 종합서비스를 지원하는 ‘기업협업센터(ICC)’를 구축하고, 시군 단위로 ‘동반성장 리빙랩’을 운영하는 등 지역 맞춤형 인재 양성과 지식 생태계 조성으로 정주 가능성을 높이는 데 박차를 가할 계획이다.

국립순천대 이병운 총장은 “RISE 사업은 단순한 고등교육 재정지원 사업이 아니라, 지역과 대학이 함께 설계하고 실행하며 지속가능한 미래를 만들어가는 실천 구조”라며, “전국의 인재들이 국립순천대에 모여 전남에서 자신의 미래를 설계할 수 있도록, 정주 기반 고등교육 체계를 갖추는 데 최선을 다하겠다”라고 말했다.

Annual KRW 13.6 Billion Project to Expand "Settlement-Based Education Model" Across Jeollanam-do

Sunchon National University (President Lee Byung-woon) announced that all 10 of its submitted proposals -comprising two individually led and eight consortium-led projects- have been selected for the Regional Innovation System & Education (RISE) initiative promoted by Jeollanam-do. With an estimated budget of KRW 13.6 billion per year and a total of KRW 68 billion over five years, this achievement is being recognized as the result of expanding the university’s settlement-based education model, designed through the Glocal University 30 initiative, into a regionally customized and practically structured program.

The RISE initiative is a policy framework that transfers the authority for higher education funding from the central government to local governments, allowing universities and local communities to co-design and implement higher education strategies that drive regional development. Under this framework, Sunchon National University will lead ten RISE projects aligned with the five strategic domains of Jeollanam-do’s master plan, the “GRAND Jeonnam Project.” These domains include global talent cultivation, regional industry innovation, lifelong education, hyperconnected shared campuses, and co-growth between universities and communities. The university is positioned as the lead or core institution across all selected projects, taking on a central platform role in coordinating collaboration among local universities, municipal governments, businesses, and research organizations.

The selection is especially meaningful in its strategic link to the Glocal University 30 program, marking a major step forward in expanding Sunchon National University’s homegrown settlement-based talent development model across the entire Jeollanam-do province. Each of the selected projects is intricately aligned with key regional industries such as agriculture, livestock, materials and components, secondary batteries, cultural content, and K-culture. Over 40 academic departments across the university are participating, illustrating the university’s institution-wide commitment to designing and executing regional innovation.

A sophisticated performance management system has also been established to ensure accountability and outcomes. Key performance indicators (KPIs) include metrics such as local employment rates, technology transfer revenue, number of industry-academia collaborative projects, and foreign student enrollment growth. In addition, the university will operate a Performance Dissemination Office, an Internal Evaluation Committee, and a Stakeholder Monitoring Committee to enable meaningful feedback and continuous improvement.

This large-scale project involves cooperation among 11 universities, 17 municipal governments, and over 300 companies, institutions, and research centers across Jeollanam-do. It also serves as a foundational infrastructure for realizing the province’s core policy vision?fostering a sustainable cycle of talent development, employment, entrepreneurship, and settlement. By sharing its accumulated knowledge and strategic capabilities from the Glocal University initiative with partner institutions and local communities, Sunchon National University aims to generate collective outcomes and contribute to the creation of a sustainable regional ecosystem rooted in local settlement.

The university is particularly focused on addressing structural challenges faced by eastern Jeollanam-do, including population decline, youth outmigration, shrinking school-age demographics, and a shortage of skilled workers for small and medium-sized enterprises. As a solution, the university seeks to build a virtuous cycle that integrates education, industry, and settlement, thereby enhancing the long-term sustainability of the region.

To this end, Sunchon National University plans to establish a “Global Talent Hub Center” that links international student recruitment with regional settlement and community engagement. It will also develop an “Industry Collaboration Center (ICC)” to provide integrated support for university-industry partnerships, and will operate “Co-Growth Living Labs” at the county and municipal levels. These efforts are designed to build a locally tailored talent development and knowledge ecosystem that increases the likelihood of youth and talent choosing to stay and grow in the region.
