박융수 前서울대 사무국장, ‘글로벌·평생교육 부총장’으로 공식 취임(9.1.)

풍부한 교육 행정 경험 바탕으로 글로컬대학30·RISE사업 추진 탄력 기대

국립순천대학교(총장 이병운)가 고등교육 혁신을 위한 과감한 시도로, 국립대학 최초로 대학 내부 교원이 아닌 외부 전문가를 부총장에 임명했다.

그간 국립대학의 보직자 임용은 「고등교육법」에 따라 교원으로 제한되어 왔다. 그러나 지난 4월, 교육부는 글로컬대학의 성과 창출을 지원하기 위해 부총장 등 주요 보직에 외부 전문가 임용을 허용하는 한시적 규제특례(광주·전남 고등교육혁신특화지역)를 순천대에 부여했다.

이에 순천대는 해당 특례를 전국에서 가장 먼저 적용, 대학 내·외부의 추천을 받고 내부 심의 등을 거쳐 국내외 교육 행정과 대학 운영 전반에 정통한 박융수 前 서울대 사무국장을 신임 글로벌·평생교육부총장으로 공식 임명했다.

박융수 부총장은 서울대학교를 졸업하고, 미국 오하이오대학교(Ohio Univ.)에서 교육학 석·박사 학위를 취득했으며, 제32회 행정고시 합격 후 교육부 대학학무과장, 평생직업교육국장, 인천시 부교육감(교육감 권한대행), 서울대 사무국장 등 중앙정부와 대학 현장을 넘나드는 핵심 직책을 두루 거쳤다.

신설된 글로벌·평생교육부총장은 대학의 국제교류·국제협력, 지역 평생교육 활성화, 성인학습자의 고등교육 기회 확대 등을 총괄하며, 동시에 ‘RISE사업단장’도 겸임해 ‘글로컬대학30’과 ‘지역혁신 중심 대학지원체계(RISE)’ 사업의 전략적 연계와 실행을 책임지게 된다. 박 부총장의 임기는 1년이며, 최대 3년까지 연임이 가능하다.

9월 1일 열린 임명장 수여식에서 박융수 부총장은 “고등교육의 공공성과 지역 혁신을 동시에 실현할 수 있는 구조를 만드는 데 헌신하겠다”라며, “국립대의 새로운 길을 순천대가 먼저 열 수 있도록 최선을 다하겠다”고 소감을 밝혔다.

SCNU Appoints Nation’s First “External Expert Vice President”

Sunchon National University (President Lee Byung-woon) announced a groundbreaking move in higher education leadership by appointing an external expert not a faculty member as a university vice president, marking the first case among national universities in Korea.

Traditionally, under the Higher Education Act, leadership positions at national universities have been restricted to faculty members. However, in April, the Ministry of Education granted SCNU a temporary regulatory exception as part of the Gwangju-Jeonnam Higher Education Innovation Special Zone, enabling the appointment of external experts to key posts such as vice president in order to accelerate the success of the Glocal University 30 initiative.

SCNU applied this special measure ahead of all other institutions nationwide and, following recommendations and internal review, appointed Park Yung-Soo, former Director General of Administration at Seoul National University, as the new Vice President for Global and Lifelong Education. Park is widely recognized for his expertise in educational administration and university governance both in Korea and abroad.

Park Yung-Soo holds a bachelor’s degree from Seoul National University and earned both his master’s and doctoral degrees in Education from Ohio University, USA. After passing the 32nd Korean Higher Civil Service Examination, he served in key posts including Director of the Higher Education Policy Division and Director General of the Lifelong Vocational Education Bureau at the Ministry of Education, Vice Superintendent of Education in Incheon, and Director General of Administration at Seoul National University.

The newly created position of Vice President for Global and Lifelong Education oversees international exchange and cooperation, lifelong learning opportunities for local communities, and expanded higher education access for adult learners. Park will also serve concurrently as Director of the RISE Project Group, tasked with strategically linking and implementing the Glocal University 30 and Regional Innovation-centered University Support (RISE) projects. His initial term is one year, renewable for up to three years.

At his inauguration ceremony on September 1, Park remarked, “I am committed to building a structure that realizes both the public mission of higher education and regional innovation. I will do my utmost to ensure that Sunchon National University opens a new path for national universities.”
