- 지역사회와의 공감대 속에 교육실습 거점 확보 및 공교육 기여 방안 논의

국립순천대학교 사범대학 부설중학교 설립과 관련하여, 지역사회의 관심과 참여를 기반으로 한 공론화 논의가 본격적으로 시작되었다.

2025년 7월 3일 오전 11시, 국립순천대학교 본부 중회의실에서 ‘사범대학 부설중학교 설립 범시민 추진위원회’ 출범식이 열렸다. 이날 행사는 사범대 내부 논의와 지역사회의 자발적 제안을 바탕으로 민간 차원의 논의 구조로 진행되었다.

출범식은 조정민 영어교육과 학과장의 사회로 진행되었으며, 최현주 사범대학장의 현안 보고와 정영균 전남도의원의 설립 경과 공유가 이어졌다. 최현주 학장은 “이번 추진위 발족은 오랜 준비와 지역사회의 열망이 만들어낸 결실”이라며, “교육실습 환경 개선과 지역 공교육 기여라는 측면에서 논의가 더욱 폭넓게 확산되길 기대한다”고 말했다.

추진위원장으로 추대된 이상대 순천시체육회장은 “국립순천대 사범대학 부설중학교 설립을 위해 헌신하고 봉사하겠다”며, “추진위원회는 설립의 당위성을 지속적으로 알리고 지역 공감대 확산에 최선을 다하겠다”고 밝혔다.

정영균 도의원은 “시민사회와 교육계, 그리고 대학 구성원이 지역 현안에 함께 나서는 이상적인 공론화 구조로, 교육자치의 선례가 될 수 있을 것”이라며 적극적인 협력 의지를 밝혔다.

한편, 국립순천대 사범대학 부설중 설립 논의는 1993년 처음 제기돼 2004년에는 교육부와의 사전 협의까지 이르렀으나, 국립대 법인화 정책과 사범대 부설학교의 공립 전환 기조에 따라 논의가 중단된 바 있다. 2024년부터는 지역사회와 교육계의 관심이 다시 모이며, 관련 간담회와 토론회 등 논의가 재개되었다.

국립순천대 사범대학은 향후 범시민추진위원회와 긴밀히 협력해 부설중학교 설립에 대한 지역사회 공감대 형성과 의견수렴은 물론, 법령 검토, 교육청 협의 등 필요한 행정 절차를 착실히 추진해 나갈 방침이다.

Sunchon National University College of Education Launches Civic Committee for the Establishment of Affiliated Middle School
- Public discussion begins on securing a teacher training site and strengthening local public education

Sunchon National University’s College of Education has officially launched a public initiative to explore the establishment of an affiliated middle school, signaling the beginning of a civic-level dialogue based on strong community interest and participation.

On July 3, 2025, at 11:00 a.m., the launch ceremony for the “Civic Promotion Committee for the Establishment of SNU College of Education Affiliated Middle School” was held in the university’s main conference room. The event marked a transition from internal faculty discussions to a broader, community-driven platform for public deliberation.

The ceremony was moderated by Professor Cho Jung-min of the Department of English Education. Dean Choi Hyun-joo of the College of Education presented an overview of current issues, followed by an update on the school's establishment history from Jeong Yeong-gyun, a member of the Jeollanam-do Provincial Assembly.

Dean Choi stated, “The launch of this committee is the result of long-term preparation and the community’s strong desire. I hope the discussion will now expand further in terms of improving teaching practicum environments and contributing to the advancement of public education.” 

Lee Sang-dae, President of the Suncheon Sports Council, was appointed chairperson of the committee. He said, “I am committed to dedicating myself to the establishment of the affiliated middle school,” adding, “The committee will work to raise awareness of the school's value and broaden public support across the region.”

Provincial Assemblyman Jeong Yeong-gyun emphasized, “This initiative represents an ideal form of public discourse, where civil society, educators, and university members collaborate on regional educational issues. It could become a model for educational self-governance.”

The idea of establishing an affiliated middle school was first proposed in 1993, and formal consultations with the Ministry of Education took place in 2004. However, discussions were suspended due to changes in national policy, including the shift toward national university incorporation and the reclassification of affiliated schools as public institutions.

Interest in the project resurfaced in 2024, leading to renewed discussions through forums and stakeholder meetings involving both local communities and the education sector.

Moving forward, Sunchon National University’s College of Education plans to work closely with the Civic Promotion Committee to gather public consensus and feedback. The university also intends to pursue necessary legal reviews and consultations with the education office to ensure steady progress toward the establishment of the affiliated middle school.
